Unarmed Crisis Response
As of 2026, 24/7, trauma-informed Unarmed Crisis Response (UMCR) teams are now a permanent part of Los Angeles’ emergency response system. These trained clinicians respond to non-violent calls such as mental health crises and wellness checks—connecting residents to care instead of criminalization. Since launching as a pilot in 2024, the program has handled more than 17,000 calls, with the vast majority resolved without police involvement. As Co-Chair of the Ad Hoc Committee on Unarmed Models of Crisis Response, Eunisses co-authored the motion to make UMCR permanent and continues to lead efforts to expand the program citywide. Building on strong early outcomes, the program has saved lives and City dollars—diverting thousands of non-violent 9-1-1 calls from LAPD, saving nearly 7,000 hours of patrol time, and resolving nearly 70% of calls safely on scene.
